Dear Sir,

I am Sergeant Paul Mensah, a Ghanaian soldier and one of the presidential guards to the present Ghanaian President, Mr. John Kuffour, I have served in the Ghanaian Army for 18 years and I come from the saine region with the former Ghanaian President Flight Lieutnant Jerry Rawlings (Rtd.). You may bc awarc of the fact that Mr. JcM Rawlings has fallen out of favour with the present Ghanaian President, Mr. John Kuffour due to the suspicion of the latter that Mr. JCM Rawlings is making surreptitious moves to topple his government through a military coup.  This frosty relationship between the duo has led to the victimization of all serving military officers suspected to be loyal to or who hail from the same region with Mr. Jerry Rawlings, Hence, I have not receivcd any promotion in the last 8 ycars even though my colleagues from the other regions of Ghana have received between two or threc or four promotions individually.  The fact that 1 no longer have any prospect in the Ghanaian Army coupled with my frustration with the system compelled me to break into the President's (Mr.  John Kuffour) bedroom with the help of two equally frustrated colleagues and removcd the sum of USS21 million packed in three boxes of US$7 million per box.  This incident took place recently.

Now I have a sister in Malaysia who is a supcrmarkct attendant.  With the hclp of a friend attachcd to a private security/courier company operating in Ghana, I consigned the three boxes containing the US$21 million to my sister's address in Malaysia, The money was neatly packed in the boxes and my friend who works in the security company in Ghana docs not know the content of these boxes.  Having sent out the boxes through the sccurity company, 1 dccidcd to escape to a ncighbouring country called Republic of Benin from where I travelled to London.  Due to the stringent foreign exchange regulation, I was not allowed to leave Republic of Benin with a physical cash more than USS3,000, I have also contacted the security company in Malaysia and have received confirmation that the boxes containing the US$21 million have arrivcd safcly.  As I plead confidcntiality in this matter, I am ready to co-operate wilh you in this transaction if you agree to the following terms
1. We must share this money on the basis of 50% for you and 50% for me.,
2. We shall both meet in Malaysia to complete the transaction.

3. You will assist me open a bank account in your country wherc I can pay in my 50% share.

4. Because of the preference given to white people in Ghana, I sent the three boxes through the
security company in the name of NIR.  GEORGE WHLIAMS.  For the purpose of çollecting the boxes in Malaysia, I will obtain a Power of Attorney containing your namc and mine as representatitives of MR.  GEORGE WILLIAMS whom he has appointed to receive the three boxes on his behalf.  With this Power of Attorney, me and you will go to the security company to collect the boxes.  Through the help of my friend attached to the Ghanaian office of the security company, I have also obtained the telephone numbcr of a staff in the Malaysian office who will assist us when collecting the boxes.  Waiting for your urgent reply.  THANKS AND GOD BLESS.
